The Aging devil has no attachment to life, so it makes Public Safety an offer: it will willingly feed itself to the Chainsaw Devil in exchange for the lives of 10,000 children.

The offer shocks everyone in the cabal except for the former Minister of Finance Tadashi Hasegawa, who okays the operation and even pulls some strings needed to gather that many children.
