Geralt will need to cross the Pontar river to reach either city on his quest to find Ciri. Redanian forces have blocked both cities to anyone that does not have the correct papers. If you are in a hurry, this quest will get you fake papers and across the river.
Starting Fake Papers
This quest startsnorth of Hanged Man’s Tree,by a bridge leading to the outskirts of Novigrad. There will be a merchantwith a quest markerby the road, trying to sell the papers.
If spoken to, he will set the price at100 orens,an amount that Geralt scoffs at and is almost certainly a hefty sum for anyone starting the game.

There isno scamhere. The papers willget you across the Pontarwithout further trouble, even if they are expensive. There arethree waysto proceed and lower the price in the process.
Geralt willpay the 100 orens.
Bewitch the merchant.
Geralt can useAxii on the merchant, lowering the price to a more manageable50 orens.
You will need to haveDelusion at level oneand active for this to work.
Earn a discount.
The merchant will offer a discount if youhelp his brother-in-lawloot the nearby battlefield byprotecting him from necrophages. This will lower the price to a mere25 orens.
While earning a discount doesprovide the lowest price,it is the most challenging of the three. It requires you to complete the questBitter Harvest.Though simple, it is challenging and will not provide a discount if themerchant’s brother-in-law is killed.
