It’s a smaller patch compared to the last few that’s dropped, with a focus on AD carries in the bot lane. Notably, Ezreal, a late game carry who haven’t been in the pro or solo queue meta for a while, is getting buffs.
At the same time, four strong early to mid game marksmen are receiving nerfs.

The game devs identified Ashe as a “clear outlier for solo queue,” who possesses strong builds in the early and mid game.

The game devs assessed that systems are generally in a good state. Some of the aspects taken into consideration are, for example, snowballing, role power, and game time.
This patch, they’re taking the chance to tweak overpowered and underpowered items and runes.

“First Strike has proven to be a bit too strong and snowbally in the early game with the flat gold, so we’re nerfing it an amount to make it not too strong in both early and late game,” wrote Riot Phroxzon.
